Christine, Yea, Imagine Tim Cook saying, I didn't know a damn thing about that pathetic Apple Maps software. I think he did, and the stock price has suffered eh? Now there's talk of Tim not being the best guy for the job for the shareholders.
Just using Apple as an example, but heck, IBM or any large multi-national corporation would do.

No leader, in any type of company or organization would be allowed to say "they didn't know". It is his responsibility to know what is going on.
